To provide a technology that achieves air conditioning in a vehicle, in which a user does not get, by power-saving.SOLUTION: A vehicle air conditioning system comprises: an operation instruction reception part for receiving instructions on an operation of an air conditioner from a user outside a vehicle; and an air conditioning control part which sets an in-cabin air temperature as a first target in-cabin air temperature in the air conditioner, when a remaining period until the user gets into the vehicle is less than a reference period, and which sets the in-cabin air temperature as a second target in-cabin air temperature nearer to an outside air temperature than the first target in-cabin air temperature in the air conditioner, when the remaining period is the reference period or above.SELECTED DRAWING: Figure 2
