PROBLEM TO BE SOLVED: To provide a captive balloon, when an abnormal event occurs, capable of urgently descending a moored balloon.SOLUTION: A captive balloon 1 of the invention comprises: a balloon 10 having a first storage chamber 153 storing gas having a specific gravity less than that of air, a second storage chamber 154 storing the air, a blower 16 having rotary vanes 163, and moving the air between the second storage chamber and outside thereof by rotating the rotary vanes 163, a separation film 152 for separating the first storage chamber 153 from the second storage chamber 154; a cutting member 17 capable of cutting the separation film 152; a cutting instruction part 652 for outputting a cutting instruction signal, which indicates an instruction to cut the separation film 152, to the cutting member 17, in response to reception of an urgent descent instruction signal indicating an instruction to urgently descend the balloon 10; and a mooring cable 20, one end of which is connected to a surface of the balloon 10.SELECTED DRAWING: Figure 2
