A vehicle tracking system comprises a network of devices for tracking a vehicle in a transport network. Each device comprises an infra-red (IR) sensor 10 to detect IR radiation emitted from or reflected by the vehicle 12 within its field of view; a receiver to receive unique identification data and an initial position of the vehicle; a processor to determine current kinematic data of the vehicle based upon the IR radiation, the received unique identification data and the received position; and transmitter to transmit the determined current kinematic data of the vehicle to that vehicle and optionally to other vehicles. One of the vehicle tracking devices transmits the current kinematic data and vehicle identifier to a second such device and similarly receives such data from a third. The devices either receive data from a remote communications device (e.g. traffic management system (TMS)) via communications device 202 and transmit it to a vehicle or vice versa. The vehicle may be one of multiple autonomous ground based or airborne vehicles (20, Fig.2). The transmitter may also transmit a control signal for controlling the vehicle to alter its velocity of position. The device may be installed on existing roadside infrastructure (16, Fig.1).
