A thermal management system and a vehicle wherein the thermal management system comprises: a first heat storage loop comprising an electric drive module (10) and a front-end heat dissipation module (20); the first pipeline (L1) communicates with the two ends of the electric drive module (10) and is used for forming a second heat storage loop with the electric drive module (10); and the heat exchange medium is used for carrying out heat exchange in the heat management system. By means of the thermal management system, the technical problem that the endurance mileage of an existing new energy automobile in a low-temperature environment is seriously attenuated can be solved.
