A flow cell, a sensor, a storage battery, a controller, a water quality purifier, a three-way valve, a peristaltic pump and a kettle are all installed in an outer shell, a balancing weight and a buoy are both fixedly installed on the outer shell, the sensor is installed in the flow cell, and the storage battery is installed in the outer shell. The controller is electrically connected with the water purifier, the peristaltic pump, the three-way valve and the sensor; a water sample is pumped into the flow cell through the water sample inlet, the water sample inlet is located outside the outer shell, a three-way valve and a peristaltic pump are arranged between the water sample inlet and the flow cell, the three-way valve is communicated with the water sample inlet, the kettle and the flow cell and used for switching water inflow and drainage, and the rainwater collecting barrel is communicated with the kettle and used for collecting rainwater. The water purifier is used for treating rainwater flowing into the kettle from the rainwater collecting barrel. In actual work, a water sample to be measured and clear water are injected into the flow cell in turn through creeping, and water quality measurement and electrode maintenance are completed.
