The invention relates to the technical field of cable releasing devices of underwater exploration equipment, in particular to a hydraulic drive constant tension winch. Comprising a hydraulic station and a winch, the hydraulic station comprises an oil tank, a motor, an oil pump, an energy accumulator and a PVG valve group which are mounted on a mounting frame; the motor is in driving connection with the oil pump, an oil inlet of the oil pump is communicated with the oil tank, and an oil outlet of the oil pump is communicated with the energy accumulator and the PVG valve group; the PVG valve group further comprises four oil supply pipelines which are the first oil supply pipeline, the second oil supply pipeline, the third oil supply pipeline and the fourth oil supply pipeline in sequence. The four oil supply pipelines of the PVG valve group are opened and/or closed through a control system, and the winch is driven to conduct cable unwinding and cable winding operation. When the constant-tension winch is used for carrying out constant-tension dragging, a motor of a hydraulic station is not started, and consumption of electric energy on a ship is reduced.
