The invention relates to a refrigerating unit and a vehicle. The refrigerating unit comprises a compressor, a radiator, a throttler and an energy storage cooling liquid tank. The compressor, the radiator and the throttler are connected through a refrigerant pipeline to form a refrigerant circulation loop; the energy storage cooling liquid tank is a device for storing cold energy or heat energy released by the radiator; the energy storage cooling liquid tank comprises an accommodating cavity for storing cooling liquid; the radiator is located in the containing cavity of the energy storage cooling liquid box. The energy storage cooling liquid tank comprises a connecting port connected with an external cooling liquid circulation loop. According to the technical scheme, the radiator is arranged in the energy storage cooling liquid tank, the energy storage cooling liquid tank can store energy, after heat or cold energy generated in the refrigerating unit meets the refrigerating or heating requirement, redundant heat or cold energy can be stored through the cooling liquid in the energy storage cooling liquid tank, and the heat or cold energy can be stored through the cooling liquid in the energy storage cooling liquid tank; and the problem of energy waste can be avoided.
