A mechanical energy storage device is arranged between the damper and the mooring cable, one end of the mechanical energy storage device is fixed to the connecting disc, the other end of the mechanical energy storage device is connected with a connecting ring, one end of the mooring cable is connected with the fixing anchor, and the other end of the mooring cable penetrates through a cable guide hole in the floating type draught fan platform to be connected with the connecting ring. And the impact load caused by overlarge tension of the mooring cable under the condition of relatively shallow water depth, wind and wave flow is effectively buffered.
