The embodiment of the invention discloses an unmanned aerial vehicle ground command control system and method and an unmanned aerial vehicle control system, and relates to the technical field of flight verification, and the system comprises a first calculation unit which is used for receiving and analyzing state information downloaded by an unmanned aerial vehicle platform, and transmitting the state information to a second calculation unit and a third calculation unit; the second calculation unit is used for receiving the analyzed state information, generating a load simulation image and sending the load simulation image to the third calculation unit; and the third calculation unit is used for receiving and displaying the load simulation image and sending a load control instruction. According to the invention, the first calculation unit is used for receiving the data of the real aircraft platform, the second calculation unit is used for generating the load simulation image at the ground end, and then the third calculation unit is used for displaying the load simulation image in real time so as to provide visual feedback for an operator and sending a load control instruction to excite load simulation to execute corresponding operation. Tedious load setting at the unmanned aerial vehicle platform end is avoided, and the verification efficiency of the ground command and control system is effectively improved.
