The invention relates to the field of power batteries, in particular to an intelligent battery management system and a power battery device.The intelligent battery management system comprises at least two battery cell modules which are connected in series, each battery cell module is formed by connecting a plurality of single battery cells, and the battery cell modules are installed in a shell; each battery cell module is electrically connected with a BMS (Battery Management System) for monitoring the operation data of each battery cell module in real time; the top of the shell is provided with charging ports and discharging ports, the charging ports and the discharging ports are installed on the two sides respectively, the charging ports comprise a manual charging port and an automatic charging port, the discharging ports comprise a first discharging port and a second discharging port, and the discharging ports and the charging ports are electrically connected with a BMS system. The charging and discharging states of the battery can be monitored in real time, overcharging and overdischarging of the battery are avoided, the service life of the battery is prolonged, and the safety performance is guaranteed.
