The invention provides a double-rotor tilting aircraft and a flight control method thereof. The aircraft comprises a fuselage main body, a left tilting rotor fixed to the left side of the fuselage main body, a left rotor fixed to the left tilting rotor, a right tilting rotor fixed to the right side of the fuselage main body, a right rotor fixed to the right tilting rotor and an empennage set fixed to the tail of the fuselage main body. The empennage group comprises a vertical empennage, a horizontal empennage and a horizontal tail rotor; wherein the left rotor wing and the right rotor wing realize flight power and attitude control of vertical take-off and landing and cruising of the aircraft. The unmanned aerial vehicle is separated left and right, independently tilts, and has various different actions according to flight conditions; the wingspan of the aircraft not only can tilt, but also can be folded; according to the invention, vertical take-off and landing, high-speed cruise, transition stability between vertical hovering and high-speed cruise can be obtained, and the method has the advantage of very high use economy.
