The invention discloses an on-paddle propeller which comprises a paddle, a pushing device and a first connecting assembly, the pushing device is detachably connected with the paddle through the first connecting assembly, and by means of driving of the pushing device, the paddle has forward pushing power and drives a ship to travel forwards. The propeller on the paddle can provide power for an unpowered ship by holding the paddle with a hand, and has the advantage of being simple in structure. The invention further discloses a ship propelling device.
