The invention provides a route arbitration device, an automatic driving control device, and an automatic driving and route arbitration system, which can take priority among vehicles into consideration macroscopically for a plurality of vehicles existing in the surroundings, and can avoid overlapping of driving routes to smoothly perform driving operation. A route arbitration device (1) receives target travel routes from each vehicle, determines a priority travel area, which is an area in which a most priority vehicle can travel in accordance with the target travel route of the most priority vehicle, when it is determined that the target travel routes overlap each other, and transmits the priority travel area to the most priority vehicle. An avoidance travel area, which is an area in which the low-priority vehicle can travel while avoiding the priority travel area, is determined, and the avoidance travel area is transmitted to the low-priority vehicle.
