According to the invention, a controller controls a hydraulic pump to operate, the hydraulic pump drives a hydraulic lifting column to move a bottom plate to the bottom of a river channel, a buoy can float on a lifting rope along with river water, a sonar measurer can be always located on the surface of the river water, and then the sonar measurer is started through the controller to give out sonar to the bottom of the river, so that the water level height of river water can be observed from the display screen of the controller.
