The invention discloses a subsea pipeline maintenance pipe-lifting frame. The subsea pipeline maintenance pipe-lifting frame comprises two supporting seats, two supporting legs, a cross beam and a jawmechanism, wherein the two supporting seats are arranged at intervals in an opposite mode, the two supporting legs are separately installed on the two supporting seats, the cross beam is connected between the two supporting legs and can move back and forth along the supporting legs in the vertical direction, and the jaw mechanism is installed on the cross beam. The jaw mechanism comprises a vertical axis unit connected with the cross beam, a horizontal axis unit connected with the vertical axis unit and a pipe-gripping claw unit arranged on the horizontal axis unit, facing downwards and capable of clamping a subsea pipeline in opening and closing modes. According to the subsea pipeline maintenance pipe-lifting frame, the subsea pipeline can be lifted to the design height from the seabed so as to perform maintenance on the damaged section of the subsea pipeline. The subsea pipeline maintenance pipe-lifting frame can be operated by an underwater robot and is suitable for deep sea subseapipeline maintenance.
