The invention discloses a hill descent control trolley which mainly comprises a trolley body and wheels. Each wheel is composed of a rubber ring, a closed hollow hub and a solid cylinder, wherein lubricating oil high in viscosity is injected in the closed hollow hub, the closed hollow hub is wrapped in the rubber ring, the solid cylinder is arranged in the hollow hub, and constraint does not exist in any direction. In the rolling process of the wheels of the hill descent control trolley, the viscous lubricating oil enables the solid cylinder to slowly roll in the hollow hub, so that the gravity centers of the wheels descend slowly, and finally the hill descent control effect of the trolley is formed. The trolley is simple in structure, can effectively avoid danger caused by excessive high descending speed of the trolley, and guarantees safety of equipment and personal safety of users.
