The invention relates to a highway traffic guidance system composed of a vehicle positioning system, a communication transmission system and a signal system and a highway traffic guidance method used for implementing the highway traffic guidance system. According to the invention, traffic guidance and vehicle approaching distance marker forecasting can be carried out on running vehicles on highway pavement traffic lanes under poor-visibility weather conditions such as occurrence of fog and haze, rainy seasons, night and the like, so that a remote display early warning is sent to the running vehicles when sudden impounded surface water and liquid, freezing, accidents, fire and collapse deformation of the highway pavement happen, thereby avoiding greater accidents, and achieving the purposes of assisting safe driving and improving the utilization ratio of highway. In addition, the method and the system provided by the invention have the characteristics of convenient implementation and high practicability.
