Since end of World War II more and more communities, deciding that private enterprise could not provide necessary parking space to handle growing number of motor vehicles, have become actively engaged in municipal offstreet parking programs; municipal parking programs are administered in different ways by different cities; no two are exactly alike but most widely employed are Parking Authority and separate department or division within city government; roughly one parking space is needed for every four cars driven into downtown section at any time during day; methods of using underground parking facilities.
