Travel mode choice model is important part of transportation demand forecasting, it can forecast mode split under different economic condition of a city, and provided actual evidence and reference for transportation strategy. According to Stated Preference Survey and overseas study result, in this paper we discuss eight evaluation criteria that determine the effects of public transport choice based on the analysis of travel mode choice characteristic of china people, survey criteria taxis, and realize the traveler's attitude and perceptions. We accomplish the survey of public transport travel characteristic and sensitivity of public service level, and obtain surveyed data of travel mode choice characteristic. Structural equation analysis is applied based on surveyed data of Cixi and Xiamen in China. Calculation results are analyzed by the fact and improvement strategy of public transport.
