Compared with taxis, app-based ride-hailing can greatly improve service efficiency and expand operational scale rapidly; but safety is always a big issue for governments and enterprise platforms. Many uncertified drivers and vehicles are operating under the ambiguity of the qualitative classification within app-based ride-hailing platforms, which do not supervise the drivers and vehicles completely. This paper expounds on the necessity of classification management of app-based ride-hailing from the indicators of vehicle insurance to vehicle scrap years. It also proposes a classified management that divides the app-based ride-hailing into part-time and full-time vehicles, using differentiated management measures about vehicle entry standard and insurance. Furthermore, based on Beijing taxi data, the paper analyzes, and predicts app-based ride-hailing operations from three indicators: orders, carrying miles, and working time. The purpose aims to supervise the vehicle compliance process through classified management; thereby, promoting the healthy development of the app-based ride-hailing industry.
