A country with vast territory like China needs a large number of air defense surveillance radards to modernize its air defense. Therefore a study of the cost-effectiveness of these radars has become one of the important problems in the military soft science. Here the cost means 'life cycle cost', which denoted by C. includes main parts as following: - cost for development and production, or procurement cost - maintenance cost - fuel and other consumption cost - training cost for the radar serviceman (operators and maintenance technicians) - provisions cost to the radar serviceman - transportation and storage cost. The values of these costs can be got by statistics, and the radar service life cycle is reasonably assumed to be 20 years. The values of these costs collected by the author have been expressed in regression curves.
