The main goal of the ECE regulations for signal lamps is to reduce the number of accidents and to increase the traffic safety. But the purpose of the lamps is not only to serve the safety. They are also an important part of vehicle design today. Therefore the base of modern regulations should be to give the most possible freedom to designers by guarantying enough safety. To reach this goal we have to continuously modernize the regulations, implement new rules based of actual scientific knowledge and delete old obsolete rules. By having a look to the regulations one can see that there is a lot overdue. Precise, the following is to do: Implement a new sentence about a maximum rise time for all stop lamps. Today, it is no more a technical or economic problem to equip all vehicles with stop lamps with rise times faster then 3 ms. This will reduce the typical offset to the braking distance by high speed of 100 km/h from 10 m to less then 0.1 m. Develop a practical measurement procedure to prescribe perceptual correct luminance values and luminance areas of inhomogeneous signal lamps. On top of this knowledge implement new rules according to minimal and maximal luminance values and areas and delete the old and complex rules about light emitting surfaces, distances between surfaces and the restrictiveness to a maximum number of signal lamps. The goal for these new rules should be to give a possibility to calculate safety and regulation conform areas in very early steps of the development process with less complexity. With a modern set of ECE regulations we will increase the safety and save money in the development process of signal lamps.
