Introduction of a new-generation satellite system for safety-critical air-ground communication in civil aviation applications appears a good solution, given expected saturation in the VHF spectrum over high-traffic areas in the years to come, plus shortage of suitable resources over certain low-traffic areas like oceans and deserts. Though substantial improvements are still required in performance, availability and cost, certain technological decisions can already be counted on; this is the case with the choice of RF bands. However, since WRC 97, the allocation status of these bands, as listed in the radiocommunication regulations table, no longer offers the guarantee of durable access to the spectrum at the service quality required for air-ground communications critical to flight safety and regularity. To meet service requirements, it therefore appears essential to reserve sub-bands for safety-critical air-ground communication within the bands currently assigned to generic mobile-service-to-satellite applications. ITU studies should be initiated to address this issue with no delay.
