Thailand’s participation in the carbon offsetting and reduction scheme for international aviation (CORSIA) has prompted the Civil Aviation Authority of Thailand to regulate airlines. Before passing any regulation, the first two concerns are (1) selecting the legislation to serve as a foundation for passing the subordinate law and (2) ensuring that the chosen legislation is equipped with economic and punishment mechanisms to enforce the regulation effectively. This paper examines the International Civil Aviation Organization publications as well as legislation and subordinate laws in France, the United States of America, and Australia in order to propose a solution for Thailand.
