This study presents a road safety assessment method using key roadway-influencing parameters at urban road sections. The broad objective of this study is to develop a road safety evaluation framework for estimating the existing safety status of a cluster of mid-blocks, signalized and un-signalized intersections across Hyderabad, India, and prioritize locations for improvement. A distinct set of 15 mid-block safety-specific parameters such as shoulder width, type, etc., 14 signalized intersections safety-specific parameters such as cycle time, right turn protection, etc., and 12 un-signalized intersection safety parameters-specific such as the presence of zebra crossing, median, etc. that are important to India were determined based on desk research. The Analytical Hierarchy Process (AHP) was then utilized to quantify the relative weights (RW) of the attributes based on a set of domain expert’s perspectives. On the basis of the attributes’ calculated weights, a weighted sum approach was utilized to develop the Midblock Condition Index (MCI), Signalized Intersection Condition Index (SICI), and Un-signalized Intersection Condition Index (UICI) to evaluate the relative safety condition of existing midblock and intersections. Ten police jurisdictions with high crash rates in the past 5 years (2015–2019) were chosen as study locations. Midblock attributes such as traffic speed, presence of a footpath, traffic signs, number of lanes, and carriageway physical condition, as well as signalized intersection attributes such as pedestrian phase, all red time, pavement condition, traffic volume, and presence of free left, and Un-signalized intersection attributes such as pavement condition, horizontal curve present, and visibility of road markings, were observed to be key safety attributes influencing road safety significantly. The proposed methodology and relevant research findings would help to monitor safe infrastructure planning in Indian settings.
