Railway transport is a complex technogenic system, which aims to ensure high-quality and fast transportation of goods and passengers, as well as the protection of its economic performance from the influence of negative factors and emergency situations sourced by railway transport operation, in unity with the environment and interaction of the users with the services. This complicates the process of establishing the railway risks management system and requires the formation of an effective mechanism for identifying, analysing, and preventing. Risks reduction and emergency prevention activities in railway transport should be based both on the operation and continual improvement of the system of technical and economic indicators of traffic safety and on the mechanisms of risk redistribution and management. The insufficient number of theoretical developments on improving the level of railway transport operations safety requires researching the causes and consequences of emergency situations that occur during railway transportation. The result of experimental studies of the statistical database of technical failures and failures in the signaling and communication division of the railway is presented in the paper. The principles and directions of crisis emergency prevention are considered. The main problems in finding an effective way to control the process of keeping the alarm systems in the required technical condition are defined. It is proposed to apply the method of preventing crisis situations (in the example of railway transport) for each systematization parameter in the developed classifier.
