The Rural Technical Assistance Program (RTAP) has been established at universities across the country to assist local governments with transportation-related problems. 'Traffic Data Collection for Municipal Transportation Agencies' is a special program within RTAP that is designed to give local transportation agency personnel the opportunity to use the latest computer-assisted traffic data collection equipment, and to assist them in evaluating the usefulness of the equipment for their program. University project centers purchase traffic counting equipment and make it available to the rural transportation agencies, along with technical assistance on its use and application. The report discusses the continuation of the Traffic Data Collection project at The Pennsylvania State University. It describes the equipment that was purchased, the computer systems that were selected, and the data reduction software that was used.
