Maryland's policies and practices in the field of highway design, construction, and maintenance have been reviewed and recommendations made with the objective of reducing accidents and accident severity on both existing and future road systems. The study examined the function of the roadway and road forces in providing the safest practical conditions for driving. Consideration is also given to the safety of construction and other work efforts that must take place on the road. (Author)
