On July 26, 1990, the President signed into law the Americans with Disabilities Act (ADA) of 1990 (P.L. 101-336,42 U.S.C. 12101, et seq). Title I1 of the ADA requires newlypurchased, leased or remanufactured vehicles used in fixed route bus systems to be readily accessible to an.l usable by individuals with disabilities, including individuals who use wheelchairs. Title 111 requires public transportation services from private entities to be readily accessible to and usable by disabled individuals, including individuals who use wheelchairs. The Act states that the Secretary of Transportation is required to promulgate implementing regulations for public transit and paratransit buses. NHTSA was designated by the Secretary to establish minimum safety requirements for lift-equipped buses for use by disabled persons in tk e public transportation environment. These lifts are to be used by people who cannot walk up stairs, people who use a cane or walker, and people in wheelchairs.
