This document is part of an integrated program to develop human factors guidelines for advanced in-vehicle information systems. This program requires a clear definition of the potential functions of Advance Traveler Information Systems (ATIS) and Commercial Vehicle Operations (CVO) to relate drivers' capabilities and needs to the capabilities of in-vehicle technology. It presents a functional description of ATIS/CVO system that will help avoid the pitfalls of technology-driven design by describing ATIS/CVO capabilities in a way that is consistent with drivers' needs and limitations, rather than in-terms of what is technologically feasible. A total of 26 ATIS/CVO functions were identified. Information flows, interactions with other functions, prototypical driver decision-making elements, and data input/output requirements were used to describe each of the ATIS/CVO functions. The functional desciption also considered how driver attitudes, knowledge, and information processing limits might interact with system functions. By linking driver limits, capabilities, and attitudes to ATIS/CVO functions, this document will guide the research and development of human factors guidelines.
