This report is a three volume study on barge fleeting in the 235-mile-long corridor of the Lower Mississippi River from Baton Rouge to the Gulf of Mexico. Barge fleeting is identified as the assembly, mooring, shifting and breaking out of non-self-propelled barges. Volume I of the study identifies, assesses, and documents: (1) the systemwide beneficiaries of efforts to improve the competitive position of barge fleeting in the Lower Mississippi River corridor (2) anticipated increases in barge fleeting and fleeting-related needs (3) current, systemwide concerns to be resolved to meet above identified needs (4) alternative research methodologies, plans, and approaches to barge fleeting and their potential (5) overall delineation of systemwide short and long-term planning goals and targets.
