The Government of Poland and the United States Trade and Development Program (TDP) reached an agreement in mid-1990 through which the TDP provided a grant to Poland for developing a Civil Aviation Master Plan and Investment Program for the 1992-2005 timeframe. The general scope of the work included: Development of forecasts for growth; A review of selected airports throughout Poland; A review of the existing airspace system, including air traffic control (ATC), airspace structure and management, navigation systems, communications systems; An institutional and review of the General Inspectorate of Civil Aviation (GILC) and the Polish Airports State Enterprise (PPL); A review of PPL financial operations and tariff structure and the development of a financial model; and Development of a Civil Aviation Master Plan, including an Investment Program.
