The document presents Twin Cities area metropolitan transit commission conclusions and guidelines on transit development, based on transit planning studies performed since 1968, but with particular reference to the recent study summarized in the report, Transit Options for the Twin Cities Metropolitan Region. It contains program objectives, recommended policies, a system concept plan, and an action program for implementation. The system concept plan as outlined in this document is based on the family of vehicles concept applied to the major diversified centers scheme for the future development of the area, as outlined in the Metropolitan Development Guide, published by the Metropolitan Council. Vehicles operating on fixed guideways or separate busways would provide fast link service between the two central business districts and in the corridors to the more developed major centers. Movement between the outlying centers would be by express bus or local service on circumferential routes. Supplementing would be feeder and local bus systems, circulation and demand responsive service. (TCAMTC abstract)
