Several countries have well thought out road safety strategies that have been in place for some time. France, Sweden, Norway, Holland, the United Kingdom, Australia, New Zealand, and others have implemented national strategies, set targets, monitored progress, and made impressive strides in reducing the toll of crashes. In the U.S.A. there is no national strategy in place. When thinking about formulating a strategy for the U.S.A. it is sensible to review the experience of countries that have one. The safety performance of a country is usually measured by aggregate yardsticks such as fatalities per person, injuries per unit of travel, etc. Success or failure in the delivery of road safety is usually visualized by a time series of such safety yardstick values.
