This evaluation was performed in response to a congressional request contained in report no. 106-244 of the Committee on Appropriations for FY 2000. The Navy established the Navy Shipboard Pollution Control Equipment (SPCE) program in 1995 as part of the existing Pollution Prevention Program. The focus of the program is to procure and install equipment for the disposal of waste on Navy ships. The evaluation objective was to review the effectiveness and cost effectiveness of the Navy's pollution control equipment program for upgrading equipment on Navy ships. Specifically, the evaluation assessed the status of progress toward program goals and objectives, and reviewed program costs versus products and services delivered. In addition, the evaluation reviewed the management control program under which SPCE activities were conducted.
