In 2007, in the wake of the investigations of Walter Reed Army Medical Center, Congress showed increased interest in the proper care of our nation's military members, especially those who were wounded, ill or injured. The Department of Defense (DoD) Disability Evaluation System (DES) drew further scrutiny by Congress as a result of numerous complaints that the Services were inconsistently rating Soldiers, Sailors, Airmen and Marines with similar injuries. On January 28, 2008, the National Defense Authorization Act (NDAA) was signed into law by President George W. Bush.
