The report describes an analysis of Navy personnel as a subsystem of the Navy, functioning with the overall objective of maintaining Fleet readiness within the constraints of budget and manpower supply limitations. Manpower utilization and management techniques and options were examined and evaluated for their usefulness to an all volunteer Navy during the 1973 to 1982 time period. Particular attention was given to automation and laborsaving techniques for shipboard applications, and to modern instructional technology in formal schooling and on-the-job training. Evaluation of alternatives involved particular consideration of the costs of manpower shortfalls and surpluses; personnel attitudes, training, and quality; and effects on readiness.
