In order to minimize hazard to both traffic and workmen during highway construction, control and reduction of traffic speeds are necessary under present freeway maintenance/construction technologies. Effective speed control implies that not only will the speed be reduced enough to lower the conflict between work activity and traffic flow, but also that no adverse conflicts will be introduced within the traffic stream. Speed control effectiveness and safety are analyzed for two examples of a traffic sign-traffic cone-traffic barricade pattern developed in Iowa which forces all through traffic to negotiate a single lane in weaving pattern.
