The National Academy of Sciences was requested to convene a conference to examine the problem of railroad freight-car shortages. A two-day conference was held during the spring of 1971 to which representatives from governmental agencies, shipping and carrier companies, and academic and professional consulting organizations were invited to discuss ways of improving freight-car service and to identify issues that might warrant further study. The conference opened with position statements from the U.S. Department of Transportation and the Interstate Commerce Commission and remarks from the staff of the Senate Commerce Committee. Written statements were also invited from the participants. The conference was then divided into four workshop groups to discuss (a) increasing the number of freight cars, (b) increasing the utilization of the existing freight cars, (c) making freight-car service more responsive to shipper needs, and (d) changing public policy and governmental regulation to increase investment in and use of freight cars. The report contains the proceedings of the conference. (Author)
