The Transportation Equity Act for the 21st Century -- TEA-21, the successor to ISTEA -- directs that pedestrian safety considerations, including the installation of audible traffic signals, where appropriate, be included in new transportation plans and projects (Sec. 1202(g)(2)). The bill was signed into law by the President on June 9, 1998.
