The report describes the formation of an improvement district to deal with vehicle congestion problems in the nation's largest suburban activity center. Property owners in Uptown are able to assess themselves on an ad valorem or benefit basis for needed improvements, as well as to finance long-term improvements with bonds. The report explores how the formal transportation strategy, and a consensus of support for it, was developed among the property owners and the implementing transportation agencies. Elements of the strategy included an arterial street improvement program, a freeway improvements program, a transit improvements program, a pedestrian improvement program, and a transportation demand management (TDM) action plan. The document should be particularly interesting to other suburban areas with traffic congestion problems.
