Mobile self-organizing sensor networks pose complex technical and operational challenges, yet the benefits they offer justify efforts to develop commercial standards for their eventual widespread use. We propose layered sensor network architecture to be used to develop protocols, which in turn are used to develop standards applicable to a wide range of sensor networks. We address and describe two essential aspects needed for standardization, a model for element and network management and an application-level layer used for distributed activity coordination between sensor elements. We refer to this model as the basic sensor network framework or BSNF.
