Both of Port state control (PSC) and Flag state control (FSC) are the marine safety defense. The deficiency found by PSC and FSC are of great significance to the improvement of risk prevention and mitigation of bulk carriers. According to the correlation characteristics of detention deficiency, the evaluation framework of deficiency categories is constructed based on association rules, and the potential rules of ship detention causes are mined through the constraints of confidence and importance threshold. The topological network is established to visualize the correlation of deficiency, and get three global hub nodes, two local hub nodes and one terminal type of deficiencies. Base on the deficiency path from the external supervision on the bulk carriers with liquefiable cargoes, the risk prevention and control suggestions are put forward for deficiency correction. The empirical results show that increasing the safety inspection of the ship, crew and management module related to the cargo elements is an important part of the safety supervision of bulk carriers, which can urge the parties involved in the maritime transportation of liquefiable solid bulk cargo to strengthen self-examination and self-correction, enhance the awareness of risk prevention and mitigation, reduce accident losses, and improve the safety level of the whole chain and whole process.
