According to the present invention, the method for estimating the number of passengers in the vehicle using carbon dioxide concentration is performed by the apparatus for estimating the number of passengers in the vehicle using the carbon dioxide concentration, and comprises the following steps of: measuring the initial carbon dioxide concentration in the vehicle and storing the same as basic concentration information; when it is determined that passengers are in the vehicle, measuring the carbon dioxide concentration in the vehicle and storing the same as concentration information at the time of boarding; when at least one event of driving of the vehicle, setting of internal/external air circulation modes, and opening/closing of a window occurs, measuring the carbon dioxide concentration in the vehicle and storing the same as concentration information at the time of occurrence of the event; and generating a passenger number estimation model by performing machine learning based on the basic concentration information, the concentration information at the time of boarding, and the concentration information at the time of occurrence of the event.
