The method includes: a first step of receiving payment means information of a user and user-related information from the application installed on the wireless user terminal in accordance with a designated procedure; a second step of executing one or more verification procedures by using the received information; a third step of registering and storing verified information in a database and registering and storing the payment means information of the user to a storage medium of a financial company server; a fourth step of checking traffic law violation inspection information including recognized vehicle information; a fifth step of verifying whether the vehicle information of the traffic law violation inspection information matches the vehicle information registered and stored in the database as a result of the verification procedures; and a sixth step of executing procedures for using unique number information stored in linkage with the verified vehicle information to send notifications, which are for the law enforcement with respect to traffic law violations, to the application installed on the wireless user terminal and providing an electronic document for enabling the user to pay the fine for traffic law violations.
