To provide an assembly device and an assembly method for a floating body type on-water structure capable of stably assembling a floating body type on-water structure such as a floating body type marine wind power generator even in a sea area with severe marine phenomenon condition.SOLUTION: An assembly device 10 for a floating body type on-water structure 1 is capable of stably carrying out work even in a sea area with severe marine phenomenon condition by including a floating body unit 11 for retaining a bottom unit floating body structure body 2, and a barge 12 on which a top unit structure body 3 is mounted, having one end of the floating body unit 11 supported through a buffer 13 on a top surface of a barge 14, and moving the top unit structure body 3 on the barge 12 onto the bottom unit floating body structure body 2 retained by the floating body unit 11.SELECTED DRAWING: Figure 1
