To generate a drone operation route which allows a wide range of work with less energy.SOLUTION: An operation route generation system, which includes an operation route generation device 1 for generating a drone operation route and a drone which flies along the operation route in at least a work area and performs the work, comprises: an outer peripheral route generation part 41 for generating a circling operation route that circles an outer edge of the work area; and an inside route generation part 42 for generating a reciprocating operation route that reciprocates in an inside area regulated inside the outer peripheral route.
