To determine the time of wireless communication performed by each apparatus according to an error rate of the wireless communication performed by each apparatus in a satellite.SOLUTION: An aggregation device 5 includes a schedule generation unit 22, and controls a communication schedule of periodic wireless communication, which is performed by a plurality of communication apparatuses disposed in a satellite, and sequentially performed in each cycle by each communication apparatus included in one or more communication apparatuses included in the plurality of communication apparatuses. The schedule generation unit 22 generates the communication schedule by determining the time of wireless communication performed by each communication apparatus included in the plurality of communication apparatuses, according to an individual error rate, which is an error rate of wireless communication performed by each communication apparatus included in the plurality of communication apparatuses.SELECTED DRAWING: Figure 2
