To provide a new equatorial countercurrent-based hydrogen generation plant that can efficiently utilize solar energy, which is one of the renewable energies, and stably produce and supply it as hydrogen.SOLUTION: A floating structure 110 floating on the sea surface in the equatorial countercurrent sea area includes a solar power generation facility 120, a water splitting facility 130 that generates hydrogen by electrolysis of seawater or rainwater using electricity obtained from the solar power generation facility 120, and a hydrogen storage and transportation facility 140 that stores and transports the hydrogen generated by the water splitting facility 130. With these facilities, solar energy, which is one of the renewable energies, can be efficiently utilized and stably produced as hydrogen, which can then be transported and supplied to demand areas such as large cities.SELECTED DRAWING: Figure 2
