The invention provides a vehicle control system and a vehicle control method. The present invention suppresses power consumption of a vehicle-mounted battery during transportation of a vehicle, and also prevents recording of erroneous fault diagnosis results accompanying suppression of the power consumption. A vehicle control system is provided with: a plurality of electronic control devices that are mounted in a vehicle and control the operation of the vehicle; a monitoring control device that monitors the operation of the electronic control device; and an electrical connector that is provided between a power supply line that always supplies power and each of the electronic control devices, and that selectively sets the electrical connection of the power supply line to a connected state or a disconnected state, the monitoring control device being provided with: a recording unit that records the electrical connection of the power supply line; the fault diagnosis unit performs a recording operation of performing fault diagnosis of an electronic control device as a monitoring object and storing a diagnosis result in a storage device. And a mode setting unit that sets the recording unit to a first operation mode in which the recording unit executes a recording operation or a second operation mode in which the recording unit does not execute the recording operation.
